You'll never see the staff smile, after all the are working in a dungeon. The room is as spartan as a Motel 8 room under an airport runway. Put up some posters and tone down that florescent lighting for crying out loud.
Better still take it out if the basement and put it in a quiet area up in the casino with proper lighting and some decor. I know, if I had to work in that room I wouldn't smile either.
Lastly, make the bad beat easier to hit. You've trained the players to come when the BB is huge. These dreamers would show up more often of the thought it's more winnable. Say anything beating Aces full of 8s or higher.
More attendance means more ancillary gaming means more revenue. Win-win for the casino and the players.
