Feels like a house game

I announce all in verbally and put all my chips across the action line. The person I'm playing heads up with throws his cards across the action line face up no verbal announcement of a call or zero movement of chips forward. After I move forward to reach for my chips the player saids he's actually all in. I state to the dealer that it was a fold the dealer is dumbfounded and doesn't acknowledge me or the player. The player begins to argue that he would never fold his hand I state it doesn't matter what you would do because he didn't do it and the cards crossing without any prior verbal or physical commitment the cards were folded.

At this point the dealer is sitting there sweating in silence, I urge him to make a ruling where he is unable to do so, I then request floor to be called. The floor decides that although he didn't make a verbal or physical attempt to state he was calling because the dealer didn't pick up his cards the cards are still alive and he can change his mind to go all in. The player was trying to see my reaction to gain an advantage to determine if he should call my all in or not and I expressed that to the floor who didn't seem to care or even bother to check the cameras. The dealer even stated "I was reaching for his cards to pick up the fold as the player announced all in"

I've played here for 10+ years and played all over the country and never experienced such a poorly ran tournament. If you're looking for a game that adheres by standard poker rules this isn't the game for you.
