Typically tournaments that list “2 seats guaranteed” are what’s called satellite tournaments. They are tournaments with lower buy in the grant entry into bigger buy in tournaments. So in this case, 2 seats guaranteed insinuates the casino is guaranteeing 2 entries to whichever tournament the satellite is for, regardless of how many people enter the satellite.
